The electricity costs for consumers consist of several components together: the Energy price (often colloquially referred to as “electricity price”), which Basic flat rate of the electricity supplier, the Network charges as well as various Steer and TaxesThe exact composition may vary depending on annual consumption.
As an example, let’s consider the annual consumption of a household with 2 to 3 people – this averages around 3,500 kWh.
The energy price or “electricity price”:
The price for electrical energy is usually quoted including 20 % value added tax (VAT) per kilowatt hour (kWh). In our example, we assume a Gross electricity price from 24 cents/kWh This corresponds to a Net electricity price of 20 cents/kWh (excl. VAT).
In addition to the consumption price, each electricity provider charges a monthly basic fee (also called “base price”) for the provision of the service. In our example, this is 5 euros per month, so 60 euros per year including VAT.
The effective electricity price per kWh:
With an annual consumption of 3,500 kWh and an electricity price of 24 cents per kWh (incl. VAT) This initially results in a pure consumption price of: 3,500 kWh × 0.24 €/kWh = 840 euros per year
In addition, the annual basic fee of the electricity provider in the amount of 60 euros including VAT
To determine the actual electricity price per kilowatt hour, we convert the basic flat rate to consumption: 60 euros ÷ 3,500 kWh = 0.0171 euros or 1.71 cents per kWh
The effective electricity price (Consumption price + pro rata basic flat rate) is therefore: 24 cents + 1.71 cents = 25.71 cents per kWh (including VAT)
The network charges of Wiener Netze:
The network charges of Wiener Netze consist of the Network usage fee, dem Network loss fee and the Fee for measurement services The amount of the network charges depends on the grid level at which the respective power connection is located. These grid levels differ mainly in the voltage level. For private households, the Network level 7which is assigned to low voltage.
The annual base price for grid usage is €36 (excluding VAT), while the consumption-based price is €0.530 per kilowatt hour. In addition, a grid loss fee of €0.866 per kilowatt hour is charged. Metering services cost €2.18 per month (also excluding VAT).
Taxes and duties:
In addition to the network fees, Wiener Netze charges various taxes and levies. These include Electricity tax, the Renewable energy subsidy and the Renewable energy subsidy, the Use tax as well as the VATThe renewable energy subsidy allowance and the renewable energy subsidy contribution were suspended in 2022 and 2023 and financed entirely from federal budget funds in 2024.
The electricity levy is generally 1.5 cents per kilowatt-hour. However, from May 1, 2022, to December 31, 2024, it was reduced to 0.1 cents per kilowatt-hour. In Vienna, a utility fee of EUR 6 per kilowatt-hour is also levied on the net amount of the network charges. Finally, a value-added tax of EUR 20 per kilowatt-hour is levied on the entire electricity bill.
The additional costs are significant!
As you can see, the so-called “additional costs” of electricity consumption make up a significant portion of the total costs. To illustrate this, the following diagram shows the E-Control The composition of electricity costs for an average Viennese household in 2024:

Almost half of electricity costs are accounted for by network charges, taxes and duties.
For an average household, these so-called additional costs make up a significant portion of the electricity bill. This is precisely where a regional energy community such as the EEG VIENNA You not only benefit from a lower energy price, but also save on additional costs.
From 1 January 2025 you will pay around 4 to 5 cents per kilowatt hour less – simply because part of the network charges and levies in an energy community are eliminated or reduced.
